What would you do?

I was doing some keyword research. The long tail keywords that I ended with had the following cases. For the sake of simplicity I classified them into low(L) and high(H), further to it ahrefs shows trends, I went ahead did some excel macro magic to arrive if it is positive(P) or negative(N).

As a digital marketing strategist, we have 3 choices when it comes to keywords.
A - Create SEO optimised article for the long tail keyword
B - Run Ads and drive to the landing page
C - owing to the lack of budget, indiehackers tend to avoid ads for costly keywords, rather try to rank via creating landing pages around keywords.

Given options A, B, and C. I wanted to pick your brains, for the 16 options above, what would you do. It feels like a good mental exercise to understand the perspective of peers.

I am sure the community will benefit a lot, if everyone shared their perspective.
