What's the Best Way to Scrape Email Addresses at Scale?

Thing is I need a tool that allows you to collect publicly available email addresses at scale.

I also don't want to be blocked for that (I guess that means I would need rotating IPs or something like that). It looks like I can use something like this https://www.datashake.com/scraper-api but I'm not sure if it's the best way to go about my task.

What tools do you know that should work for my purpose?
