Mike you are helping your customers mitigate and prevent security risks. I assume that your newsletter will offer practical guidance on how to manage computer security risks. You are not a rock star dropping a new song, your goal is to be a trusted partner. A trusted partner makes commitments and meets them. I think the answer for your business is "Set a date and just do it?" but you may get other answers from folks in other kinds of markets.

Sure, there are instances where the scarcity created by the "join the waitlist" mechanic can lead to lots of hype and signups. But I don't recall that happening with a newsletter. And I wouldn't bet on it happening unless you work hard to engineer it.
I think you're much better off writing early and often, putting in the reps. One of the primary advantages of content is that you can publish frequently and thus go through many full feedback loops of create -> learn -> adjust. Not to mention that people sharing your writing is usually one of the primary drivers of growth for content initiatives. So I'd say you should avoid depriving yourself of either of these advantages.

I think having a set relese date and sticking with it - regardless of home many subscribers (As long as there is more than 1).
