When is the right time to publish the product in the ProductHunt?

Heard a lot about publishing the products on the product hunt, but I don't have an idea when is the right time and what amount of work needs to be done before publishing the app in the product hunt.

Also someone told me that you should find a Hunter so they can publish the product, how do reach out to those folks?
