I have a feeling that the biggest part of our marketing strategy is going to be high quality content. The only problem is, I'm not an experienced writer, nor do I know anything about the industry that I'm selling to. That being said, I definitely have a vision of what I want to build and how that will benefit the industry.
Should I go about getting a good writer or blogger to write for me? If so, where are the best places to find one without paying too much?

If you don't know anything about the industry you're selling to, how do you know that what you want to build will benefit the industry?
You may want to start by talking to people in the industry. The book the mom test (https://www.amazon.com/Mom-Test-customers-business-everyone/dp/1492180742/) is a really good book about how to about finding and talking to potential customers. You can also get the pdf on gumroad.
