Where do sites find hundreds of WP themes and plugins?

We see quite a lot of sites selling hundreds, if not thousands, of GPL wp themes and plugins as monthly or yearly subscriptions. My question is, where do they find these themes and plugins? How do they aggregate it? Thanks.
