First, I would love if you could clarify what you mean by "sections". Is that 4 sections on one page?
I can do all of these for you except for the custom illustrations. I usually go on ManyPixels.co to find some and they work out just fine. 👌
My fixed price for this task (assuming that it's one page) would be $30-40. I will do a great job.

Your landing page is awesome. Apart from the chat popup which takes up half of screen. Nevertheless, we already found a designer we worked with in the past, but will bookmark your service.
I'm not really a fan of monthly pricing as I'm not creating MVPs every month. I just want 1 high quality MVP, so there is market in per project pricing.
Btw, currently we work with a UX/UI designer @ 20$ ph, which works out at ~ 1k-3k per high quality MVP.
The cost is a little high considering it’s just few landing page screens. We’ve designed a lot of components for www.Bytehub.dev and I can share my portfolio if you’re still looking around for designer
