I'm working on Upblogr, a managed hosting solution to create a Ghost blog & newsletter in 5 minutes.
- How can I get in touch with people that are keen on creating inspiring content but don't have the skills to self-host a Ghost blog?
- What online communities people who want to create a blog are in?
- Where do I search for an audience that may be interested in this product?
I don't think you want to target people who have Ghost already, but those who don't want to go with the likes of Substack or Wordpress.

In addition to the excellent answers below, create a short how-to video for YouTube with your keywords in the title. This will act like a free ad for people looking for your service. The shorter you can (meaningfully) keep your video, the more attractive it will be, as it will be interpreted as being super simple.
