Which is the cheapest email provider for me?
I have a list of 3000 emails.
I tried-
Mailchimp - expensive
Sendfox - does not send to all the subscribers

EmailOctopus is rather cheap and has a good email deliverability. You can also connect it with your Amazon SES if you already have that running (not required though, you can also use the regular option). 3000 Subs will cost you $20/m
do they send emails to everyone?
I had problems with Sendfox which sent my campaigns only to 10% of my audience. According to them, only 10% of my audience was real - which is utter BS.
So just wanted to confirm.
Using emailoctopus as well, can't complain. $20 sounds like a fair price to me, as it just does the job.
