Contabo is one of the best indeed! I just migrated from DigitalOcean, I paid $5 there for the basic plan. Now I am paying the same price, but I have 4x more CPUs, 10x SSD storage, 8x memory, and unlimited bandwidth on top of that. I can already see the performance boost on my web app.
I am pretty satisfied with https://vultr.com for small footprint services like https://newreleases.io. But for larger where more than 100 servers is needed, I had problems with their support hitting various problems, mostly network related, that needed to be escalated to sysops team. Maybe now Vultr has improved as now with under 100 servers, I have no problems. A worth mentioning is also Oracle Cloud with their always free two servers, which may be just right to start something without any cost.
The cost was mostly in my time required to reach to the right persons to fix issues. I must say that I got a refund one time of $50 because of lengthy discussion of several days. The support does not pay attention to technical details provided right away and starts with usual scripted iptables/firewall suggestions even the support ticket contains much deeper investigation details. I know that there are many customers that have very basic network knowledge, so that may be the reason for scripted responses from the support. It took around a day or two to get to the next level of support.
I haven't bought any other VPS beside Linode and DigitalOcean. I have used aws and gcp though for client's project. I have no idea about A2hosting and Inmotion.
For the cost, I am using $10 VPS from Linode which I use for my personal project and other micro tasks. And for DO, I am using a $5 and 2X$20 VPS where I am hosting other important projects. For side projects, $5 VPS is more than enough.
I really like digitalocean.com, they provide easy to use and scalable droplets, and the experience is really smooth, you can deploy stuff in seconds.
You will need to deal with a lot of Linux stuff by yourself tho, i like their services because i can spin a server, login via ssh and configure it in less than a minute and i think their prices are really good, you can upgrade your server when you want (this is not an ad or spam i swear, is just that i think they provide a nice service)

I've used Layershift for 2 decades now. I am more than impressed still. Have used them for some very heavy load client sites and their support is rock solid even on national holidays.
It is UK based and they have packages in the US too. Cost depends on your needs. I am using a VPS with various addons which I need so I suggest that you contact them for a quote.
In Europe OVH is a great choice. They comply with all and every European requirements,they have a far greater pricing range than any other option out there, and they are reliable.
They have one of the most competitive pricing but I found their interface a pain to deal with. I also heard bad reviews of their stability and customer service but never experienced any of those myself.
I guess the interface is a matter of taste. I am not personally not willing to pay double for the interfaz while it's, of course improvable. I have been using them por almost 3 years, with 3 different VPS instances so far. Never had an issue.
