Why US companies only hire developers based in the US, even the job type is open to remote?
I have submitted in the US remote jobs, but the hiring manager says the job is only open to devs based in the US. Any reason for this?

It’s also for legal and compliance reasons. It’s assumed that if you’re in the US that you are eligible to work there. Generally if you’re outside of the US the organization would have to legally be allowed to employ and report taxes to your tax jurisdiction. Not every company is setup, or wants to bear the costs of this type of employment infrastructure. However I’m seeing more and more companies. Employing “anyone, anywhere” because there is such a talent crunch in the US
I will answer it. Pretty easy, US Remote -> mean, Anywhere in the US and not actually fully remote.
When you say fully remote, you can apply for a US job, being in a different country. :) If you are not in US, my recommendation would be to not apply for the jobs, as your candidature would not be accepted.
Usually tax reasons.
Sometimes timezone reasons.
