I have heard the idea a lot and it sounds attractive for both sides. But startups are told to be scrappy at the start when they most need a good CTO.

Also the blog doesn't load and the site is slow. I tried using https://developers.google.com/speed/pagespeed/insights/?url=https%3A%2F%2Fda-14.com but it crashed.

I think "CTO as a service" is just different wording for a "tech consultant". I think there is a huge need for that for non-technical founders but at the end of the day it will all comes down to price and assurance that a "CTO" will deliver a decent enough quality of technology. I also believe that outsourcing development is the right way to go for products where technology isn't their core promise and path to disaster (with very few exceptions) for those where it is.
