After a few months working on this product, Hipflag is finally alive! Hipflag allows to control and roll out new product features with flags. It offers a simple UI to enable/disable feature flags. It also let users to enable flags for a given percentage of users (ie: enable the new header for just the 25% of the users). This let product owners to incrementally rollout new features.
Hipflag also provides a REST API to allow apps to check whether a feature flag is enabled or not. You can check out the documentation at https://www.hipflag.com/docs

Building Hipflag has given me the opportunity to learn a new powerful framework as Phoenix: https://phoenixframework.org/
I already had some experience with Elixir, but this is the first complete app I have built using Phoenix.

I dreamed of a service which could allow product owners to control new feature flags by using a simple UI. That anyone without coding skills could use it.
