The part I'd keep questioning is whether the problem is actually the hiring process or the incentives around it.
Those can look identical at first.
A lot of marketplaces end up attracting people who agree with the story while behaving very differently once they're inside the system.
I'd be paying very close attention to where belief and behavior start to diverge.
