Quick context: I've had success launching online courses and private communities before--but I wasn't specifically organizing that product as a "membership community."
It was called Blogger U, was pitched as a full library of blogging courses, made $30k in 6 months from a 1,000 person email list---and it was ok.
That was stage 0.
Stage 1 = Get clear on value proposition and offer founding member rate to existing audience (to gauge interest and responsiveness to offer, as well as build a foundation of loyal folks who can help promote in the future)
I'm doing this by...
Stage 1 = next 2 weeks.
Stage 2 = Create lots of marketing materials and initial landing pages for founding launch.

1 - Love the Fizzle folks ;)
2 - I agree w/ the couple hundred approach. It also totally depends on the niche, audience, product (which is a lame answer).
Something I've historically sucked at (but getting better at), is actually focusing on ONE product/service, etc, over the long term. I think if folks DO have that mentality (takes a bit of self-awareness), they should launch ASAP.
Tiny audience or not. Get it out there, get feedback, iterate and improve NOW, before they're launching a mediocre product to a larger audience, etc.
