My SAAS is currently making around $400 MRR. I have a high quality email list of 500,000 targeted prospects. Trying to figure out an effective cold email marketing strategy. Has anyone had success with this approach?
500k prospects is not "targeted". This is your first issue.

We have a waterfall method, and our sole purpose is open rates. No sales, and only judging the user target/message match. Once we have opens we segment. In our first 5 weeks we were getting 1300 opens.
Any results you could share from the experiment?
At $400/mo, your best bet is likely direct outreach vs. cold email marketing. It's likely your company/offering have no mindshare, so instead of your cold emails having a ~ 15-20% open rate they might have a half or worse.
On the other hand, if you personally have high mindshare or attention, for example you are a high-profile blogger or podcaster, then those people receiving your email may be more likely to open it because they trust your name, thus you could "safely" be in the typical 15-20% open rate range.
Short version: if you're well-known, try bulk cold email. If you're not well-known, invest the time and money into personal outreach.

There are multiple ways to target users via email. It depends on the customer persona, Usually, for B2B, a sequence of 4-5 email spread across 8-10 days works the best. Do remember to include to call to action in every email, plus making it short & crips.
