Best way to grow a Twitter following from zero?

I’m trying to grow a following on Twitter around people that are interested in productivity tools. Mainly to make it easier to validate ideas, get the word out, and have some exciting discussions.
In your opinion, what is the best way to grow a Twitter following from zero?

I think it just boils down to these two things according to the case studies that I've curated:
It might look simple but is definitely not. Creating high quality tweet threads and constant engagement can be really time consuming.

The initial step is probably to find the people with whom I can add value since I’m starting from zero. The first thing that comes to my mind is to check who follows the accounts that are operating in the domain and start interacting with them.
Interesting, I wouldn’t have guessed that this would be crucial, but now that you’ve said it, I encountered people sharing Twitter threads quite frequently. I would think that tl;dr’s of more complex ideas/stories are worthwhile sharing, but I might be off. Have you seen any case studies that show what type of content is best to share?

Lots of great wisdom here already, I'll just add that many people new to Twitter spend too much time consuming + engaging without clear intentions. I only use Twitter for 3 things and they're important to growing in the early days:

Interesting, your slide reminds me a bit of how people interact in person. I can see a difference that you don't know who will read or respond to your content. IRL, If someone decides to only listen in on conversations and not contribute, that would be considered pretty weird.
Applying my interpretation to your original points, I assembled something like this:

I realized that beyond the relevancy of your content and engagement with potential customers. Quantity will help you boost your numbers and bring visibility to your profile.

Solve people's problems in communities that interest you and tweet things you find interesting.
I think it's @arvidkahl who said to treat it like an end instead of a means to an end.
The thing that I’m struggling with is understanding what it means to solve other people's problems in the context of Twitter.
For example, direct sales or building a product feels more tangible because a concrete issue can be addressed. However, solving other people’s problems on Twitter seems a bit more elusive to me.
The thing that comes to mind is answering questions or responding to tweets, but I'm not sure if that is being meant.
That's great too! I just started building in public and sharing what I'm building got me 10 followers in a week just because they were interested.
So whatever it is, find something you enjoy and provide value. But there's also no hard and fast rule, shitposting memes also works haha. You know what? Imma follow you right now
(1) Identify (a) experts from the industry that you are interested in and (b) journalist who cover that industry. Especially those who interact with individuals who post on their timeline (TL) regularly. Then post on their timeline.
(2) Guest blogging and posting on forums, Quora, Stack Exchange, Reddit will also help you to gain Twitter followers. Just ensure that your posts are insightful. Provide your Twitter handle somewhere in your profile so that individuals can find you.
