I think you've hit on something key. The market is evolving quickly. And it seems given the lack of responses, there aren't people openly sharing what strategies are working for them right now.
My recommendation would be to start testing a few and measure the response rates you are seeing. Get enough data to be able to make meaningful comparisons.
The other thing I've noticed is it seems you are assuming agencies don't already have a tool in place. I'd be curious what you have learned in the last couple months.
